(스톡홀름 2017년 3월 22일 PRNewswire=연합뉴스) 미국의 스티븐 맥케프리(Stephen McCaffrey) 교수가 국제 물 법규(international water law)의 진화와 점진적인 실현에 대한 비할 데 없는 공로를 인정받아 2017 스톡홀름 워터 프라이즈(Stockholm Water Prize) 수상자로 선정되었다.
캘리포니아 주 새크라멘토에 있는 퍼시픽 대학(University of the Pacific) 맥조지 로스쿨의 저명한 법학과 교수인 스티븐 맥케프리는 국제 물 법령 분야에서 가장 존경받는 권위자다. 그는 학계, 법조계 및 정책입안 담당자들에게 영향을 미치며, 지속가능하고 평화로운 공동 해역 관리에 기여하고자 끊임없는 노력을 기울여왔다.
수상자 발표 소식을 접한 맥케프리 교수는 “스톡홀름 워터 프라이즈 수상자가 됐다는 소식에 깜짝 놀랐다”며 “이 명예로운 상을 받게 돼 큰 영광이며, 동시에 겸허한 마음이 들었다. 그러나 인간은 누구나 다른 이의 업적 위에서 시작하며, 그런 면에서 이 분야 선배들에게 가장 감사함을 느낀다”고 말했다.
스톡홀름 워터 프라이즈 선정위원회는 선정 소감에서 “국제 물 법규 분야에서 맥케프리 교수의 선구적인 리더십과 법적 리더십을 높이 산다”면서 “그는 협약 협상에 관한 중대한 저서 “국제 수로 법(‘The Law of International Watercourses’)”을 포함한 중요한 학문적 성과, 전문적인 법률 자문 및 현명한 조언과 교육, 그리고 다양한 이해관계자들의 복잡한 협상 중재 등 세 가지 구체적인 영역에서 크게 기여했다”고 언급했다.
맥케프리 교수는 아프리카, 아시아, 유럽 및 남미의 수로를 포함해 국제 수로와 관련된 여러 협상에서 여러 국가에 법률 조언을 제공했다. 그는 국경 지역에 위치하여 여러 나라가 공유하는 민물 자원에 대한 잠재적인 갈등을 눈앞에서 체험했지만, 민물 자원이 일반적으로 갈등이 아닌 협력의 촉진제 역할을 한다는 연구를 언급하며 여전히 낙관주의자로 남아 있다.

스톡홀름에서 열리는 2017년 세계 물 주간 (World Water Week in Stockholm) 중 8월 30일 왕립 시상식에서 스톡홀름 워터 프라이즈를 후원하는 스웨덴 국왕 칼 구스타브 16세가 맥케프리 교수에게 상을 수여할 예정이다.

Stephen McCaffrey, Trailblazer in International Water Law, Wins 2017 Stockholm Water Prize
STOCKHOLM, March 22, 2017/PRNewswire/ -- Professor Stephen McCaffrey, USA, is named 2017 Stockholm Water Prize Laureate for his unparalleled contribution to the evolution and progressive realization of international water law.
Stephen McCaffrey, Distinguished Professor of Law at the University of the Pacific, McGeorge School of Law, in Sacramento, California, is the single most respected authority on International Water Law. His work continues to influence scholars, legal practitioners and policy-makers and contribute to the sustainable and peaceful management of shared waters.
On receiving news of the prize, Prof. McCaffrey says: "Learning about the Stockholm Water Prize literally took my breath away. I am deeply honoured and humbled to have been selected for this prestigious award. But one also stands on the shoulders of others, and I am most grateful to those who have paved the way for me."
In its citation, the Stockholm Water Prize Nominating Committee recognizes Professor McCaffrey's "path-breaking leadership and legal scholarship in international water law. He has made a unique contribution in three specific areas: his seminal work on Treaty negotiation; his major scholarly works, including his book The Law of International Watercourses and; his leadership providing expert legal advice, wise counsel, training and facilitation of complex negotiations with a wide range of stakeholders."
Professor McCaffrey has been acting as legal counsel to states in several negotiations concerning international watercourses. The cases include watercourses in Africa, Asia, Europe and Latin America. Although he has experienced first-hand the potential conflict over freshwater resources, he remains an optimist, pointing to studies that have shown that shared fresh water is generally a catalyst for cooperation rather than conflict.
"I believe nobody who studies, researches or practises in the field of transboundary water management, water law or diplomacy could be unaware of Professor McCaffrey's contribution to the conceptual and practical elaboration of the many legal concepts and principles that we now take for granted," says SIWI's Executive Director Torgny Holmgren.
H.M. King Carl XVI Gustaf of Sweden, Patron of Stockholm Water Prize, will present the prize to Stephen McCaffrey at a Royal Award Ceremony on 30 August, during the 2017 World Water Week in Stockholm.
